Sounds like it's up to the creators. If they won't refund the money then basically you lost the money.

Caveat Emptor with all Kickstarter campaigns.

On the one hand, you do have a significant safeguard that if a project doesn't meet their goal, then you won't get charged.
And typically I do try to filter out the nonsense that doesn't seem likely to happen.
Even if I've not heard of the brand, seeing they have a prior release under their belt, then the chances are significantly higher that they'll be able to get a second model to fruition.
But if this is their first campaign and they're doing something interesting and the price isn't too much of a gamble, I'll highlight it for others to make their own decision.
And you WON'T have a problem getting the Xeric. They are fairly well established at this point. I believe they're the house brand of Watches.com

Is these junk or will they at least be as good as the equivalent priced Seiko/Citizen?

From what I've experienced with Seagull... the quality is pretty darn great for the popular models, and more-than-acceptable but not "great" for the not-as-popular models.
