I have owned a dozen different mechanical alarm watches. If you want one you can hear, unfortunately you have to pay.

If you want an alarm you can actually hear, buy this Vulcain from our friends at Closer. $1500 sounds like a steal. Most decent alarm watches are $2-4k at least, even used.

My experience with this movement is a bit different. I have two vintage poljots and while they are they aren’t ‘alarm clock loud’, I found them serviceable. When they went off I was often surprised as there was a vibrating feeling to them in addition to the somewhat dulled ringing. Those around when they went off often commented and wanted to know what was making the noise.

Maybe you got a bum movement or maybe it was missing a part. I just wouldn’t write off the movement based on one experience.
