A quick search by the reference number on the dial revealed a similar watch with the name “Belair”
Searching on Belair located the website for Belair Time Corp out of Tulsa, OK (bought by Selco in Sept 2020). They produce white-label watches like this one, and the model number at the bottom of the dial is one of theirs. https://www.beltime.com/private-label/
Belair has been around a long time, and at one point did a lot of business making private label watches for many small jewelry shops. Here is a good introduction with a link to a brief bio of the founder who died,in 2018: https://adjustingvintagewatches.com/belair-quartz/
Oswego Time Co was likely a small jewelry store brand in either New York or Illinois.
