There is a list of pretty much all the countries in the world in the Terms And Conditions but US seems to be excluded. I remember back in the day it was the other way around and we had to come up with all kind of tricks to get a US ebay account in order to get such promos.
So, since I have a EU account I could get those two coupons to stack and buy from officialwatchdeals for -30% off... But officialwatchdeals doesn't ship outside the US anymore. However it doesn't seem to matter if the address is in the US for the coupon, since the test in the screenshot is to a remailer in the US.

They changed the law about online sales a couple of years ago. Now almost every online retailer will now tax you. You can't get get around it.
